Assisted Compliance
It appears that we like talking to Maritime NZ officials, as per MNZ website:
“We (MNZ) have found that even where online guidance is provided the maritime industry prefers to talk to us.”
Time is money and Maritime NZ are proposing to increase the fees currently charged.
“There is high demand from operators and seafarers for more direct ‘one-to-one’ assistance on MOSS and SeaCert.”
‘One-to-one assistance’ is all about getting advice and assurance that we are safe at sea. We go to sea recording our seatime, sit and pass our tickets, and continue using what we have learnt, every day, day in and day out and yet we need assistance with a Maritime Operator Safety System?
“The people who benefit from this additional work (one-on-one assistance) are not only MOSS and SeaCert users, but the maritime industry as a whole, because everyone in the industry benefits from water users around them being safe.” - MNZ.
Maritime NZ are requesting feedback from the industry by Friday 22nd January, 2016 on their proposals of funding the cost of the additional work.
‘…the cost of this additional work (averaged over the next three years as $1.9 million per annum) be funded by the levy as follows:
· For MOSS, $200,000 per annum (averaged over the next three years) across the domestic nonSOLAS levy group
· For SeaCert, $300,000 per annum (averaged over the next three years) across all levy payers…
To have your comments heard, please go to the link below, and in the meantime here’s my cost saving suggestions for Operators:
1. Transition into MOSS asap while the assistance is there and fees are less; or/and
2. Create a simple MTOP as per Rule 19 and know your plan inside out.
This will result in less time talking which equals less $$.
